The DCC-SOE promotes the development of talent programs focused on upskilling and reskilling, with the aim of strengthening capabilities and facilitating new professional opportunities linked to the ocean economy.
Through micro-credentials and specialized training tools, this line of work seeks to connect learning, innovation, and employability, contributing to reducing knowledge and adaptation gaps in ocean-related sectors.

This program foresees:
• mapping existing upskilling and reskilling opportunities in the ocean economy;
• identifying capability needs in priority blue sectors;
• designing transversal learning pathways, from science to business, for example in decarbonization or Blue CO₂ Trade;
• establishing partnerships to co-create and deliver programs;
• creating a unique identity for the program;
• identifying local areas with greater international projection;
• promoting a support modality for outstanding young researchers;
• launching calls for micro-credentials;
• establishing and consolidating a permanent alumni network.
The objective is to foster the emergence of new capabilities, applied projects, prototypes, methodologies, and connections between research, business, and innovation.
