Driving the Ocean Economy

Launched in 2021, the Ocean Decade provides a global coordination framework to boost collaboration among stakeholders worldwide and accelerate solutions linked to the 10 major ocean challenges defined by the United Nations.

In this context, the DCC-SOE, integrated within Fundació Barcelona Capital Nàutica, works within the framework of Ocean Decade Challenge 4: developing a sustainable, resilient, and equitable ocean economy.

Its function is to connect stakeholders, drive projects, and support initiatives with a scientific foundation, practical applicability, and global impact.

Mission

To drive actions, projects, and partnerships that contribute to accelerating the transition towards a more sustainable, resilient, and equitable ocean economy, connecting knowledge, innovation, talent, and international cooperation.

Vision

To consolidate, by 2030, an international reference hub capable of activating expert networks, supporting high-impact projects, and strengthening public-private partnerships linked to the ocean economy.

Values

The DCC-SOE shares the principles of the Ocean Decade and works from sustainability, resilience, equity, and cooperation, promoting solutions based on knowledge, innovation, and positive impact.

Structure

Institutional Framework and Governance

The DCC-SOE drives its activity through a partnership formed by public institutions and scientific entities committed to the development of the blue economy.

The lead partners are Ajuntament de Barcelona, Port de Barcelona, and Generalitat de Catalunya. The scientific sphere is represented by CSIC – Institut de Ciències del Mar and BlueNetCat. Fundació Barcelona Capital Nàutica acts as the host and implementing entity of the centre.

Team and Coordination Bodies

The DCC-SOE has an operational structure oriented towards driving, coordinating, and supporting the development of its initiatives and projects, with the support of the Fundació Barcelona Capital Nàutica team.
The team integrates management, project coordination, communication, and financial management functions, also incorporating specialized support and collaboration from external experts according to the needs of each initiative.

Director – Raffaele Mancini

Raffaele Mancini is a specialist in blue economy, marine governance, and sustainable development, with over twenty years of international experience driving ocean economy projects, multilateral cooperation, innovation, and sustainable finance. He has collaborated with public administrations, international organizations, research centres, businesses, and third-sector entities to convert scientific knowledge into policies and impact solutions. He currently directs the DCC-SOE Barcelona.
